There are two main thing to inspect if your strobes are not firing. 1. Flash Trigger The Backscatter E-PL10 Octo Housing includes a built-in LED flash trigger. This flash trigger uses infrared LEDs. The Infrared LEDs are not very visible to the human eye and will not cause backscatter in your images. This LED flash trigger use's its internal battery, and will need to be charged. Use the included USB cable to charge the flash trigger and then test again. 2. Silent Shooting Mode The Olympus E-PL10 offers a silent shooting mode. This silent shooting mode will disable any external flash, including the LED flash trigger. To check this, press down on the directional pad on the back of the Olympus E-PL10 camera. This will bring up the camera's drive menu. This should state "Single" or "Sequebtuial Low". Any other mode will not work with underwater strobes.
